Vintage 1980's does 60's black designer VICTOR COSTA formal organza dress S 5/6

This is a vintage late designer, Victor Costa gown. This is a 1950's inspired dress that appears to have been made in the 1980's due to the style of tag etc. This was made in the USA. Tag says size 8 but runs small. It also says it is made of polyester but the tag cuts off a little so the lining is either polyester or the outer material could be a polyester organza.
Condition notes: dress is marked as a size 8 but runs small and will not fit my modern day size 8 mannequin. This is more like a size 5/6 modern day. It is in great shape, missing belt. has one wide belt loop on one side that can be snipped off.
